Gregory L. Rohde is a seasoned Senior Executive with more than 25 years of proven accomplishments in the technology industry. Greg founded e-Copernicus to help technology companies enter new markets, grow their businesses, and secure more than $500 million in funding. In 2003, Greg was the founding Executive Director of the NG 9-1-1 Institute – an organization that supports the Congressional NexGen 9-1-1 Caucus, serving in that role for 9 years. He is an internationally recognized expert in policy area of telecommunications and public safety communications.

Greg currently serves in a number of executive positions and on the Board of Directors of several technology companies including Utopian Wireless, Survivor Healthcare, and Airwave Developers.

Greg was the Assistant Secretary of Commerce and the Administrator of the National Telecommunications and Information Administration (NTIA) under President Bill Clinton where he:

    • Served as the chief advisor to the President on communications and information policy, representing the Executive Branch before governmental and private stakeholders;

 

    • Directed the Critical Information Infrastructure Assurance Program—the Federal government’s first major cybersecurity initiative pre-9/11—and served as the Administration’s liaison to the technology and information industries on the President’s Critical Infrastructure Protection initiative.

 

    • Managed the federal electromagnetic spectrum, promulgating regulations for the management of all Federal agencies’ spectrum to suit the needs of the United States;

 

    • Administered $88 million in federal grants designed to promote technology innovation; and

 

    • Oversaw NTIA’s laboratory which conducts research and fosters the development of new and innovative communications and information technologies for government agencies as well as private sector entities.

 

Prior to being confirmed by the U.S. Senate to become NTIA Administrator, Greg was a senior aide to U.S. Senator Byron Dorgan handling all matters under the jurisdiction of the Senate Commerce Committee, working on several pieces of landmark legislation including the Telecommunications Act of 1996 and the Internet Tax Freedom Act. Gregory has a B.S. degree from North Dakota State University in Education with concentrations in Sociology and Philosophy. He has a graduate degree in Theology from Catholic University.

Mike Kangior

Mike Kangior has a 20-year track record in government and business developing policy and managing projects. From February 2007 to August 2016, Mike worked for the U.S. Department of Homeland Security Headquarters (DHS). Mike held several positions there including Senior Director for Resilience Policy and Director of Telecommunications Policy. Mike advised DHS senior leadership on homeland security policies in the areas of technology, infrastructure protection, emergency communications, cybersecurity, and national preparedness. Mike chaired a DHS-wide organization responsible for producing departmental positions on draft Presidential Directives and Executive Orders. He also negotiated DHS’s positions with the White House’s National Security Council (NSC) staff.

As Senior Director, Mike supervised several teams:

    • An interagency workgroup tasked by the NSC to provide policy options for restoring telecommunications systems after a nuclear attack.

 

    • The division responsible for telecommunications, infrastructure protection, homeland security grants, climate change, and cybersecurity issues.

 

    • The Climate Change Task Force in the Secretary’s Office that wrote the DHS Climate Action Plan publicly-released in 2014.

 

    • The Resilience STAR Pilot Project, a project coordinated jointly with the Nation’s insurance industry to test the viability of a national market for infrastructure resilient to terrorist attacks and natural disasters.

Mike is a two-time recipient of The DHS Thought Leadership Award, The DHS Office of Policy Meritorious Professional Achievement Award, and The Secretary’s Award for Team DHS Excellence. Mike has a Juris Doctor from Creighton Law School where he graduated cum laude.
